KISHTWAR, J&K – In a significant move toward achieving total developmental saturation, the District Administration of Kishtwar has officially launched Sampoornata Abhiyan 2.0 in the Aspirational Block of Marwah.
The launch was led by MLA Inderwal, Sh. Pyare Lal Sharma (via virtual address), and Deputy Commissioner Kishtwar, Sh. Pankaj Kumar Sharma (JKAS). Building on the success of the first phase—where Marwah earned a Silver Medal—the administration is now aiming for 100% saturation of six key performance indicators to secure a national Gold Medal.
A Strategic Vision for 100% Saturation
Sampoornata Abhiyan 2.0 is a national initiative directed by NITI Aayog and the UT Government of Jammu & Kashmir. The campaign focuses on five core sectors: Health & Nutrition, Education, Agriculture, Basic Infrastructure, and Social Development.
In Kishtwar, the campaign timeline is set from January 28, 2026, to April 14, 2026. DC Pankaj Kumar Sharma has mandated that all line departments achieve their targets by March 2026 to ensure the block leads the national rankings.
The 6 Key Indicators for Success
To reach “Gold” status, the district is focusing on the following critical metrics:

Nutrition: 100% supplementary nutrition coverage for children (6 months to 6 years) and rigorous growth monitoring at Anganwadi Centres (AWCs).

Sanitation & Water: Ensuring all AWCs are equipped with functional toilets and clean drinking water facilities.

Education: Upgrading infrastructure with a specific focus on functional girls’ toilets in schools.

Agriculture: Achieving 100% vaccination coverage for bovine animals.
Infrastructure and Digital Connectivity: A New Era for Marwah
Beyond the 40 standard developmental indicators, the Deputy Commissioner highlighted two transformative priorities for the region:

Road Connectivity: The Dachhan-to-Marwah road stretch remains a top priority. DC Kishtwar confirmed that construction is being fast-tracked to ensure time-bound completion, which is vital for logistics and emergency services.

Digital Governance: With the recent rollout of internet connectivity in Marwah and Warwan, the administration noted a significant boost in governance efficiency. This digital leap is expected to enhance public service delivery and tap into the region’s untapped tourism potential.
Accountability and Field Engagement
The launch event, held at the Mini Secretariat, featured an inspection of departmental stalls showcasing welfare schemes. The DC issued a stern directive to the ZEO Marwah to intensify school inspections and teacher sensitization, aiming to push academic performance beyond the 60% mark.
“Our achievement will be possible only through strong inter-departmental convergence and result-oriented governance,” stated DC Pankaj Kumar Sharma. He announced that regular review meetings and frequent field visits by sectoral heads will be mandatory to identify and bridge developmental gaps immediately.

The program concluded with a Sampoornata Pledge, led by the DC and attended by key officials including ADDC Sh. Vinod Kumar Behnal, CPO Akhil Thakur, and DDC Member Marwah, Sh. Sheikh Zafarullah. The collective commitment aims to uphold the legacy of excellence established during the first phase of the Abhiyan.
