DC Kishtwar Speeds Up CDF and MPLAD Progress with Fresh Deadlines
Kishtwar, June 22, 2026
In a major, proactive push toward rapid rural development, the Deputy Commissioner (DC) of Kishtwar, Sh. Pankaj Kumar Sharma (JKAS), convened a high-level review meeting today to evaluate the status and execution of projects under the Constituency Development Fund (CDF) and the Member of Parliament Local Area Development Scheme (MPLADS). These schemes serve as the lifeblood of regional infrastructure, and today’s session was focused on ensuring that the fiscal years 2025-26 and 2026-27 deliver tangible results to the public.
Strengthening Grassroots Governance
The meeting, attended by top administrative and engineering officials, highlighted the district’s commitment to accountability. Chief Planning Officer (CPO) Kishtwar, Sh. Akhil Thakur, provided a comprehensive briefing, detailing the current status and physical progress of ongoing works.
The developmental projects under CDF and MPLADS cover a wide array of essential services, ranging from school infrastructure and rural electrification to road connectivity and water supply. For the residents of Kishtwar, these projects are more than just line items in a budget—they are the foundation of daily convenience, safety, and economic opportunity. By conducting a granular, constituency-wise, and work-wise review, the DC ensured that no project remains stagnant due to oversight or lack of coordination.
Setting Strict Milestones for Success
Taking a firm stance against administrative lethargy, the Deputy Commissioner established three strict, tiered deadlines for project completion: June 30, July 15, and July 31, 2026.
These dates are not mere suggestions; they are part of a strategic roadmap to ensure that public funds are utilized within the current fiscal cycle. The DC directed that these deadlines be officially recorded in the meeting minutes. By doing so, he has set a clear benchmark: the progress of every single contractor and department will be rigorously cross-checked against these milestones during the next review meeting. This level of administrative scrutiny acts as a “power catalyst,” forcing departments to resolve bottlenecks immediately rather than deferring them until the end of the year.
Driving Accountability and Efficiency
Efficiency in governance is often found in the details of implementation. During the review, the Deputy Commissioner did not shy away from addressing the common pitfalls of public contracting. He directed the Executive Engineer of the Rural Engineering Wing (REW) Kishtwar to issue immediate, final notices to contractors who have failed to break ground on allotted works. This firm approach serves as a warning that the administration prioritizes performance over bureaucracy.
Furthermore, the DC addressed the financial aspect of the development cycle. He ordered all concerned Drawing and Disbursing Officers (DDOs) to expedite the process of booking expenditures and submitting bills to the treasury for projects that have already been completed. This ensures that the financial pipeline remains fluid, allowing for new projects to be sanctioned and funded without delay.
A Unified Vision for Kishtwar
The DC emphasized that the timely completion of sanctioned works is non-negotiable. He stressed that regular monitoring, strict accountability, and seamless inter-departmental cooperation are the only ways to ensure the effective implementation of developmental projects. When administration works in harmony—from the BDO level to the engineering wing—the citizens of Kishtwar are the ultimate beneficiaries.
