District-Level NCORD Meeting Reviews Anti-Narcotics Response

Deputy Commissioner Kishtwar, Sh. Pankaj Kumar Sharma (JKAS), today chaired a District-Level NCORD  KISHTWAR (Narco Coordination Centre) meeting to review the district’s response to drug abuse and strengthen ongoing anti-narcotics initiatives.



The meeting focused on reinforcing the institutional framework for drug de-addiction and assessing progress under the Information, Education and Communication (IEC) campaign being carried out as part of the Nasha Mukt Bharat Abhiyan and the Nasha Mukt JK Abhiyan.

At the outset, District Social Welfare Officer Kishtwar, Sh. Tariq Parveaz Qazi (JKAS), presented the Action Taken Report (ATR) on the decisions taken during the previous NCORD meeting.

DC Reviews Drug Abuse Scenario in the District

Reviewing the prevailing drug abuse scenario in the district, the Deputy Commissioner sought detailed inputs regarding vulnerable areas, affected demographic groups, and identified hotspots requiring targeted intervention. He also reviewed the preventive, rehabilitative, and enforcement measures being undertaken by various departments.



The Deputy Commissioner directed all concerned Heads of Departments to ensure active participation of designated resource persons and officials in IEC activities under the Nasha Mukt Bharat Abhiyan and Nasha Mukt JK Abhiyan. He warned that negligence or non-compliance would be viewed seriously.

Key Directives Issued by the DC

  • ATF Kishtwar, Social Welfare Department, and Health Department to prepare and share a DPR for a dedicated Rehabilitation Centre Facility for drug addicts in the district
  • Nodal Officer, ATF Kishtwar to submit a proposal (DPR) for tele-psychiatry services at District Hospital Kishtwar in collaboration with Dr. Imtiyaz Mansur, Senior Consultant from Kashmir
  • School Education Department to ensure all remaining educational institutions are declared Tobacco-Free Zones in strict accordance with TOFEI guidelines
  • All Sub-Divisional Magistrates and Tehsildars to expedite declaration of Panchayats as “Nasha Mukt” as per prescribed SOPs, with due verification and community participation
  • All line departments to ensure timely submission of remaining activities on the portal under the 100 Days Nasha Mukt Jammu & Kashmir Abhiyan
  • All remaining Drawing and Disbursing Officers (DDOs) to submit Drug-Free Office Certificates after obtaining certified self-declaration forms from government employees
  • ADC Kishtwar to sensitise Mahila Nigrani Samitis and Youth Clubs about their role in combating drug abuse
  • ADC Kishtwar to convene meetings with courier operators to ensure proper records and prevent transportation of unauthorised Schedule H drug consignments

Call for Greater Public Participation

Seeking greater public participation in the anti-drug campaign, the Deputy Commissioner called upon citizens and self-motivated volunteers to actively contribute towards making Kishtwar drug-free. He emphasised the need for continuous monitoring of suspicious drug consignments, particularly those routed through courier networks.

With rehabilitation infrastructure, mental healthcare access, school-level tobacco control, and grassroots panchayat-level monitoring all under active direction, the District Administration is reinforcing a multi-pronged approach to combat drug abuse in Kishtwar.
