KISHTWAR, March 25, 2026 — The District Administration of Kishtwar, functioning as the Principal Census Office, successfully concluded the second day of its intensive Phase-I training program today. This three-day initiative, held under the chairmanship of Deputy Commissioner and Principal Census Officer, Sh. Pankaj Kumar Sharma (JKAS), serves as a critical milestone in the district’s preparation for the upcoming Census 2027.

Organized in seamless collaboration with the Directorate of Census Operations, J&K, the program aims to equip census functionaries with the technical expertise and procedural knowledge required for the modern data-gathering landscape.

A Focus on Operational Excellence

Day 2 of the workshop shifted its focus toward the practical and operational capabilities of the trainees. Lead facilitators and resource persons from the Directorate—including Deputy Director Sh. Manmeet Singh, Master Trainer Sh. Vinay Kumar Singh, and District Coordinator Sh. Shekhar Singh Rajawat—led sessions on the foundational pillars of the census process.

The curriculum prioritized the House Listing Operations (HLO), ensuring that every official understands the nuances of boundary identification and household categorization. A significant portion of the day was dedicated to hands-on training with the Census Management & Monitoring System (CMMS) and the HLBC web applications, reflecting the shift toward a fully digitized and transparent census framework.

Leadership and Accuracy

Addressing the participants, Deputy Commissioner Sh. Pankaj Kumar Sharma underscored the gravity of the mission. He noted that the data collected during this period forms the bedrock of future policy-making and resource allocation.

“Precision and professionalism are the non-negotiable standards for Census 2027,” the DC stated. He urged all field-level functionaries to maintain seamless coordination and execute their duties with a high degree of dedication to ensure that Kishtwar achieves a flawless and comprehensive record.

Collaborative Oversight

The training saw an impressive turnout of senior district leadership, signaling the high priority placed on this national exercise. Among the key officials in attendance were:

The sessions were further bolstered by the presence of CEO Municipal Council Kishtwar, Sh. Mirza Mumtaz Iqbal, and various Tehsildars serving as Charge Census Officers.

The day concluded with an interactive forum where field-level challenges were analyzed and technical queries regarding the digital tools were resolved. As the program enters its final day tomorrow, the district appears well-positioned to meet the rigorous standards of the national census operation.
