Introduction to Nagseni Block

Nagseni Block is one of the thirteen Community Development (CD) Blocks of District Kishtwar in the Union Territory of Jammu and Kashmir. Located in the western part of District Kishtwar, the block serves as an important administrative and developmental unit under the Panchayati Raj system. It plays a crucial role in implementing government welfare programmes, strengthening grassroots governance, and promoting socio-economic development in its constituent villages.



Predominantly rural and mountainous in nature, Block Nagseni is known for its scenic landscapes, dense forests, agricultural terraces, and rich cultural traditions — including one of the most remarkable Buddhist heritage sites in the Chenab Valley. The block was historically one of the nine parganas (cantons) of the erstwhile Kishtwar state, and the name itself derives from the ancient Buddhist preacher Nagseen, after whom this scenic region was named.

Geographical Location & Setting

Nagseni Block is situated in the western region of District Kishtwar within the picturesque Chenab Valley. The block is full of scenic beauty and is located to the east of Kishtwar town, surrounded by forests. The Chenab River flows at a distance of just 2.4 km from Nagseni, with the Marwa River approximately 5.9 km away — two of the major water bodies that define the landscape of this block.

Historical & Cultural Heritage

The name Nagseni is derived from the ancient Buddhist preacher Nagseen, who preached in this region in antiquity. Bhattan village and its adjoining areas have remained the centre of vital religious and cultural activities of Buddhist scholars. The route from Kajangal (Kunja) passes through Kujagala to reach Bhattan — home of the celebrated Vattaniya Ashram of Milindo-Panho — a site of profound Buddhist heritage in the Chenab Valley.



Padyarna — the block headquarters, a picturesque spot on the right bank of the Chenab — serves as the gateway to the historical sites of Nagseni block. 8 to 20 km above Padyarna lie villages where ruins of ancient stone temples, broken idols, and stone inscriptions have been found, pointing to an ancient civilization whose stories are still being unravelled. The block also holds the sacred Gumai Nag spring — considered holy by the Hindu community — and the important Qomiye Naag, both listed as places of interest by the district administration.

Tourism Potential — Dool Dam & the Nagseni Circuit

22 km from Kishtwar town, on the edge of Block Nagseni, lies the Dool Dam — the site of the famous Dul Hasti Hydroelectric Project (390 MW). The water body formed by the 65-metre-high dam on the Chenab is being developed for water sports and has been identified by the Goa-based National Institute of Water Sports as one of only four water bodies in the Jammu region suitable for organised boating and water sports. The Department of Tourism has decided to encourage private participation in starting these activities here.

The entire Kishtwar–Dool–Nagseni–Paddar–Suncham tourist circuit traverses Block Nagseni, making Padyarna an important waypoint on one of Kishtwar’s most celebrated nature and heritage circuits. The scenic Chenab Valley landscapes, ancient ruins, sacred springs, dense forests, and the Dool reservoir together create a rich tapestry of tourism potential waiting to be fully developed.

⛵ Dool Dam — Water Sports Hub

The Dul Hasti reservoir at Dool, 22 km from Kishtwar town, is one of four water bodies in the Jammu region recommended by the National Institute of Water Sports for motor boats, Shikaras, boating and water sports. The NHPC has constructed a good road to the dam site. The facility includes a guest house, launching deck, HRT training building, park (8 kanals), boat workshop, and view points — making it the most developed tourism infrastructure in the Nagseni block area.

Mineral Resources — Lead & Shilajit

The official geological profile of District Kishtwar identifies Block Nagseni and Block Paddar as the two richest blocks in the district for Lead and Shilajit (Bitumen) — a natural mineral resin with significant medicinal and commercial value. Despite the geological wealth, poor infrastructure has historically posed difficulty in mineral extraction. With expanding road connectivity, these mineral resources represent a significant long-term economic opportunity for the block.

Administrative Framework

Block Nagseni functions under the Department of Rural Development and Panchayati Raj, Jammu and Kashmir. The block administration is headed by the Block Development Officer (BDO), who supervises developmental activities and coordinates with various departments and Gram Panchayats. Padyarna serves as the block headquarters — a picturesque spot on the right bank of the Chenab, approximately 30 km from Kishtwar town by road.
