Deputy Commissioner (DC) Kishtwar, Sh. Rajesh Kumar Shavan, JKAS, presided over a crucial district-level meeting today, focusing on the Narcotics Control and Coordination (NCORD), road safety, and Red Cross activities. The meeting brought together key stakeholders to discuss strategies and initiatives to address pressing issues in the district.

Combating the Drug Menace (NCORD):

The DC led a comprehensive review of drug de-addiction measures and strategies to combat drug abuse in Kishtwar. He received detailed updates from NCORD Committee members on the current drug scenario, including affected age groups, hotspots, and recent actions taken against drug trafficking and addiction. The importance of interdepartmental collaboration was emphasized to effectively tackle the drug problem.

Key initiatives discussed included:

  • Increased Testing: The DC directed intensified drug testing in educational institutions, public places, and Panchayats, particularly in identified hotspots.
  • Supply and Demand Reduction: The Senior Superintendent of Police (SSP) Kishtwar outlined a comprehensive strategy targeting both the supply and demand sides of the drug trade, focusing on dismantling supply chains and curbing peddling.
  • Awareness Campaigns: The DC announced a month-long series of sports activities across all 13 blocks of the district under the Nasha Mukt Bharat Abhiyan. He also mandated weekly awareness camps every Monday in all 156 revenue villages and directed the painting of “100% Nasha Mukt” slogans on school walls.
  • Patient Monitoring: The DC instructed the Anti-Terrorist Force (ATF) authorities to submit regular reports on patients undergoing medication and conduct periodic surveys.
  • Workplace Interventions: A dedicated committee was formed to conduct counseling and awareness programs at project sites, with a strict warning against drug abuse at these locations.
  • Technological Surveillance: Enforcement agencies were directed to ensure 100% technological surveillance, including CCTV cameras, at educational institutions, pharmacies, medical stores, and public spaces.
  • Health Check-ups: The DC reviewed the status of blood pressure apparatus screenings for ASHA Workers and AWWs.

Enhancing Road Safety

Addressing the critical issue of road accidents, the DC urged enforcement agencies to proactively prevent accidents through document checks, speed monitoring, and strict enforcement of traffic regulations. He directed the Assistant Regional Transport Officer (ARTO) Kishtwar to collaborate with stakeholders on awareness campaigns and joint enforcement using speed guns and other advanced equipment. The focus areas include:

  • Overloading and Over speeding: Strict action against these violations.
  • Vehicle Fitness and License Checks: Frequent checks to ensure roadworthiness and driver competence.
  • Driving Institutes and Sensitization Programs: Establishing driving institutes and conducting driver sensitization programs focusing on the dangers of drug abuse and the consequences of overloading.
  • Public Awareness: Raising public awareness about road safety.
  • Infrastructure Improvements: The DC reviewed the progress of addressing blind spots, installing crash barriers, and placing convex mirrors at black spots, directing the Border Roads Organisation (BRO) authorities to expedite the work.
  • License Reviews: The SSP Kishtwar requested the ARTO to conduct random testing of existing license holders.

Strengthening the Red Cross

The DC emphasized the vital role of the Red Cross in disaster response and urged increased public awareness of the organization’s contributions. He called for greater collaboration and support from all segments of society to bolster emergency response efforts and aid those affected by calamities and other emergencies. Key initiatives discussed include:

  • District Red Cross Plan: Development of a comprehensive plan for the district.
  • Blood Donation Camps: Organizing more blood donation camps.
  • Enhanced Hospital Services: Improving services at hospitals.
  • First Aid Training: Providing widespread first aid training.
