DC Kishtwar chairs the one day Conference and awareness programme with Sarpanches and Panchayat Mentors

District administration Kishtwar in collaboration with Department of Rural Development and Panchayati Raj today conducted one day Conference of Sarpanches and Panchayat Mentors of district Kishtwar to sensitize them of various initiatives for the effective implementation and monitoring of various welfare schemes of UT government.
The programme was chaired by Deputy Commissioner Kishtwar Ashok Sharma in presence of other senior officers.

ACP Zakir Hussain Wani,DPO Sunil Bhutyal,ALC Amit Kumar,Sarpanches besides other District and sectoral officers remained present in the programme.
At the outset Deputy Commissioner apprised the Sarpanches in detail about the various pro-people initiatives taken by the government of UT of J&K under umbrella Campaign run in the UT and in the district in particular, which includes “Aapki Zameen Aapki Nigrani”; Yogyata Se Rojgar Mahotsav; Janta Ki Scheme-Janta Ki Bhagidari; One Person One Golden Card; Har Ghar Nal Se Jal; Berojgar Se Swa-Rojgar; Har Kam Ki Shuruat; Har Gaon Swachh Gaon; Har Gaon Hariyali; Har Ghar Dastak.
He said that at each panchayat a gazetted officer which includes senior officers above Naib Tehsildar rank have been nominated as the “Panchayat Mentors” who along with the Youth Clubs will ensure the implementation of the unique initiative of the Govt of J&K at grassroots level.
Deputy commissioner gave a detail about the role and responsibilities of the Panchayat Mentors.
He said that the role of panchayat mentor is to act as a bridge between public and Administration on the one hand and to assist the PRIs in bringing the transparency at grass root level on the other hand.
He urged the PRIs to work in collaborative and responsive manner with these panchayat Mentor to take periodical meetings besides to mobilize the youth club members to work at grassroots level to meet their aims and objectives.
While addressing to the Sarpanches ,he made reference of the redefined role of the panchayats in planning and development process and called upon them for positive contribution for grassroots development.
The DC asked sarpanches to formulate charter of demands in respect of each panchayat and raise the issue during the grievance redressal camps and meetings.
He urged the PRIs to sensitize the youth of there area to come forward and get benefitted through various schemes.
The DC added that minimum 05 youth per Panchayat halqa have to be covered under self employment schemes in Mission Mode and cases can be sanctioned more than 05 in any panchayat and there are no limitations in sanctioning the cases to benefit the unemployed youth.
Meanwhile,it was also informed that Mission youth J&K have launched 08 Schemes to cover the different types of youth under different self employment schemes. Viz. 1. Mumkin ( Transport Sector) 2. Tejeswini (Women Empowerment) 3. SAHAYETA (Youth in Distress) 4. Rise Together- (Community Entrepreneurship) 5. Youth Innovation Scheme 6. Tourist Village Network 7. Spurring Entrepreneurship 8. Dental Sector
During the programme he urged PRIs to spread mass awareness about “AAP KI ZAMEEN AAP KI NIGRANI”- the online digital platform containing digitized revenue records. He said the platform ensures easy access to land records to every citizen, which will save both their time and energy in getting their crucial revenue documents.
Later a video clip regarding the “Apki Zameen Apki Nigrani” was also displayed during the programme to sensitize the Sarpanches about how to access the online land record system.
He further urged the PRIs to spread awareness among the unorganised workers including the household women and farm workers to register with the e-Shram portal to avail the various social security schemes.
Speaking on the occasion DC Kishtwar appealed Sarpanches to aware the people to continue to adhering the COVID-19 Appropriate Behaviour and go for 2nd dose of vaccination to avoid the next wave besides stressed people to registered themselve for the Golden cards as it is also imperative to avail the health benefits during this crucial period of COVID pandemic.
Meanwhile, in an another programme held under Yogyata se Rozgar Mahotsav, the newly appointed Class IV candidates were felicitated by the district administration and DC Kishtwar congratulated them for being a part and product of transparent recruitment process carried out by the UT Govt recently.
